Range, Cecil: Lines of Communication Opened Thanks to Workshop

Range Resources officials and the Cecil Township Board of Supervisors met for a workshop Thursday—and both the company and township officials said they were happy with the outcome.

 

Range Resources spokesman Jim Cannon, flanked by three colleagues, told Cecil Township Board of Supervisors during a more than hour-long work session Thursday that “not so long ago” the Southpointe-based company and the municipality seemed to have a good working relationship.

“Somewhere along the lines, things got haywire,” Cannon told the board, who all sat together at a table in front of a packed crowd in the township meeting room, where company officials later confirmed that the lack of drilling in the township had more to do with economics than any difficulties working with municipal officials.

While “obvious issues” such as the township’s conditional-use ordinance and the outcome of the Act 13 challenge were still on the table, that’s not what the company wanted to discuss, Cannon said.

He was clear about the premise of the meeting: It was to “reset the relationship.”

Cecil board Chairman Mike Debbis—after asking the audience to be respectful, and reminded them no legislative decisions would be made—told Cannon and his colleagues he believed any friction between the township and the Marcellus Shale drilling company seemed to begin when the municipality changed its oil and gas ordinance from one that allowed the activities as a permitted use to one that allowed them as a condition use.

“That kind of seems to be where it fell apart,” the chairman said.

While some questions were asked regarding the township’s ordinance, Cannon on many occasions asked to shift the conversation to any “ancillary issues” that the company might not be aware of that have damaged the relationship between the two entities.

At that point, Debbis noted that township officials have been confronted by Range leaseholders who call them to say that company officials told them there was no drilling in Cecil because officials there were too difficult to deal with.

Cannon said he was unaware of any Range employees telling leaseholders that, and asked the township to provide the company with a list of those individuals so representatives could reach out to them.

Debbis said the township would do so.

“Now we know what direction to go with these people,” he said.

And both Cannon and Debbis agreed: On that and other issues, there needed to be a better line of communication.

Cannon personally offered to give his contact information to anyone at the meeting who might want it.

Then supervisor Frank Ludwin and Debbis also asked about the company’s intentions to drill in the township in 2013—saying that information would allow Cecil officials to better plan which roads it chose to include in its upcoming paving program.

What would be the point of paving a road, Debbis said, only to have industry traffic damage it?

Range officials indicated that while there were no plans to drill in Cecil in 2013, operations could resume in the latter part of 2014.

Supervisor Andy Schrader then asked a series of five questions on everything from Range’s subcontractors, to why the company sued the township on several occasions, to whether or not Range officials would answer questions from the audience.

Range officials agreed, and several residents stood up, posing questions ranging from water testing to air quality to dealings they had previously with the company.

The public comment period lasted for about 40 minutes before the supervisors adjourned.

Reached after the meeting, both Debbis and Cannon said they were happy with its outcome.

“We opened a new line of communication,” Debbis said.

Cannon said, “I thought it was rather endearing.”

I've often wondered how lop-sided the coverage is in the Patch with regard to the drilling issues. So I watched the video. Shame on you, Ms. Gillooly. Are you a journalist or an activist? I encourage all residents of the surrounding townships to watch the video and form their OWN opinion. Some valuable info was shared by EXPERTS. Especially in the Q&A at the end.

Oh, I'm a journalist. I did not include that information, because it was outside the premise of the meeting—and the story would have been extremely long. That's why I included the links to the videos—so people can see the very specific information that was presented that wouldn't necessarily be pertinent to the meeting story, which was about their working relationship.

Amanda, I really feel for you. As I have pointed out before I write a political blog and I get comments like the one that Globetrottermom posted. People don't understand that we could post the stories word for word but that would get long and dull.
I watched the videos and feel that you have reported it as I would have. But as they say, "That is just one mans opinion." :)

Tara, why write a story? Why not just publish the videos, without any report. You are saying, "The videos tell the entire story of what happened." Yes, the videos are great, making the need for anybody to write a story irrelevant. As stated, the story wasn't a transcription, but an interpretation of what was said and done for part of the meeting. Why not let the videos stand on their own, without anybody's interpretation?

My post was a comment not an invitation to debate. However, let me clarify my comment. I have read plenty of articles that posed that "residents are concerned that..." this video is the first I've seen where the facts were represented. If you have published articles that present facts, not just opinions, please accept my apology. As "prouder American" has shown, people don't always listen very well and, therefore; public opinion is not a very reliable source.

The article is only about "claims." Nothing more. "Claims" have been flying around this region like Red-Tailed Hawks for a couple of years. Nothing new here, only the reporting source.

The well in question is in the middle of a junk yard which leak oil and gas. the area this junk yard is located in according to the county soil survey has a shallow seasonal high water table and is moderately permeable, which means the fluids and other substances that drain from or come off junked vechicles are easily transnmitted to ground water. Since people who are against drilling and the DEP it is easier to blame fracking then to think it could also be something else.

Story too long, ....? It may sound stupid to state the obvious, ".... Part A," ".... Part B."

The story fits on one screen page. Writers of books have discovered that if their work does not fit on one page, they use a second page, and maybe even a third page.

There is an irony in the shortened story. As the discussion about the meeting went down over the past week, the focus was on whether comments and questions would be entertained. That was of most interest in the meeting. Yet, that was the part of the meeting missing from the report.

I guess all the talk of the past week about the Q & C wasn't so important after all.

I feel the meeting was handled very well and the supervisors asked and had their questions answered as well as the public. A member of the Range team even offered his cell phone number to one of the supervisor if he had a problem with something in the future. One resident who had drilling close by his resident said his wife had a lot of questions in the process said they brought her a book out that explained the procedure. A lot of times people fear things they don't really know anything about or they go to a site that is also against drilling. Like what was stated last night gas drilling is not going away and it is America's future and it is time for people to work together.

proud American, your definition of 'work together' is to turn a blind eye and let Range do whatever they want. What you don't realize is that Range is the biggest group of liars and bottom-feeders in the industry. Sorry if my wanting to protect my land, air and water doesn't fit into your narrow views, but I'm an American citizen and I have every right to question what I'm seeing and hearing when none of it adds up. Prouder American ,wrong again I just realize that the oil and gas industry any company not just Range is one step closer to energy independence. I also back the coal industry because coal has come a long way to being clean burning then it was fifty years ago. You see I really am a proud American and I believe in my country and I know that technology has come a very long way from the first oil boom in this area. Do they need regulations certainly but fair regulations not like what our country has done to the coal industry. Every company deserves a fair playing field to operate in and yes even make a profit which seems to be a dirty word in this country, those evil profit makers, another thing lost in this country everyone is jealous of someone elses wealth instead of applauding success.. As a proud American I believe we need all forms of energy oil, gas, coal. solar, and wind using our own resources is what made us a strong country. Relying on foreign countries for our basic energy is not and should not be what America is about. If you think I fight hard for energy independence that would be nothing to what I would do to make sure Range or any gas company is doing the right thing by our land , air and water. Education is the key word, research about my fears don't believe one source read everything you get your hands on and look thru the smoke and screen of every article not only a proud American but an educated American. The only thing I'm a cheerleader for is my country.

Cecil Resident, I don't think we want all the wildcat drillers coming into Cecil to drill, As far as I am concern we have the best driller (Range) in the country wanting to do right by all of us landowners....They have the best engineers and knowledge in the Marcellus Shale drilling despite want other individuals are saying on this blog.....I want safe drilling the same as everyone else. I feel that Range is the only one that has that expertise....

Here's the problem, proud American. When people who have had personal dealings with Range that clearly give reasonable suspicion as to whether they're jeopardizing our safety, you just dismiss them and drink Range's kool-aid. Anyone who doesn't agree with you is wrong.

You really don't know me prouder American you have this hatred towards Range and you feel that everyone who supports them drilling in Pa. is either in their back pocket, a lease holder, or working for Range. and as far as I'm concerned you would be wrong on all accounts. My support for the oil and gas industry is something I believe in after many hours of research feel this is best for the country and our community. There is a hypocrisy in Cecil Township all the ones who fight against Range also fought just as hard when they thought the money from the impact fee was being held up.

Prouder American if you have attend the last 3 or 4 meetings as while as the workshop the situation between Range and Rank has been explained. they didn't deny talking to each other. Have you talked to Mr Rank and Range personally? I"m sure they would talk to you and give you his side of the story saw Mr. Rank talking to the other citizen after the workshop who also had issues with Mr. Rank and Range. Like I have said before get all the facts on both sides before making a judgement . Would really like to understand why you are so angry about Range. I saw one of the supervisors take one of our elected officals out into the hall before the begining of the workshop should I gather facts before I make a judgement or should I feel it is just a conspiracy. I wouldn't do that it wouldn't be fair of me until I had talked to both sides first to form a judgement.

Roger - Because that's what journalists do: We attend meetings and describe the major points of what happened. The videos there are source documents for those people who wanted to see the entire thing and perhaps were unable to make it. I routinely include them. Again: The workshop was on their working relationship. I wrote about that, addressed the public comment period, the fact that Range answered them. Again: That's what journalists are trained to do. If you'd ever like to talk about journalism, and the role of reporters, I'd be happy to speak with you, as you know.

Amanda, what happened to your rules of civility? This "prouder american" character has referred to a corporation as "liars", "bullies" and "bottom feeders" with no proof, nothing to back it up, no specifics. And you wonder why all your stories about Range end with "so and so couldn't be reached for comment"...
People like that who spend their days online need to do some research. I took two minutes to find the biggest violaters in the state. Guess what--range isn't one of them. In fact the opposite is true.
No company is perfect. Duh. But I would rather have a company rated as one of the safest in my backyard instead of someone else.

The Oberserve-Reporter had an interesting article on the front page a survey was taken by the University of Pittsburgh Center for Social and Urban Research in Washington county and only 10% strongly opposed drilling in Washington County. read the whole article it covers New York State also
