Tara, One Call has been around for years. It is PA's program to have utilities marked before digging is done. An individual, or contractors, who is considering doing digging work (e.g. new sewer line, new water line), makes a single call (read: One Call) providing the address. Utilities who have a vested interest in the area come to the site, mark their lines with paint and/or flags. Green is water, blue is gas, cable ... sewer ... In this way, those doing the digging work know what areas to avoid, lest a utility line be damaged.
