Accused Panty Tosser Jailed
James Klutch is in the Washington County Jail on $75,000 total bond.
A man charged with simple assault, harassment and violating a protection from abuse order after reportedly throwing a woman’s panties from his car onto various North Strabane roadways early Wednesday is now in jail.
James Klutch, 54, was arraigned before district Judge Larry Hopkins Wednesday night and remanded to the Washington County Jail on a total $75,000 straight bond, online court records show.
His preliminary hearing is scheduled for 11:30 p.m. Tuesday before

WPXI-TV said the charges, filed by , stem from a domestic incident.
The line of strewn panties stretches from Linden Creek to Galley to McClelland—ending near Interstate 79, the station reported.
