According to the criminal complaint, the victim, now 23, went to the Washington County District Attorney’s Domestic Crimes unit on Nov. 20 after having disclosed to her boyfriend and family that she had been repeatedly sexually assaulted by Rupar.

She told police the alleged sexual assaults occurred between January 1993 and Dec. 30, 2003.

She said she was between 4 and 10 when the alleged crimes occurred.

According to the complaint, Rupar asked her on several occasions to perform a sexual act on him—telling officers she complied because she was at an age where she was too young to know any better.

The woman also told detectives that Rupar allegedly made her shower with him, and that he had on several occasions masturbated in front of her.

Rupar is set to appear before Mark for a preliminary hearing at 10 a.m. Dec. 19, according to online court records.
