Cowden Takes Cecil Board to Task

Supervisor complains about Act 13 legalities, health insurance issues.

Audience outbursts peppered board of supervisors meeting Monday night as Supervisor Elizabeth Cowden took her co-board members and counsel to task over multiple issues from legal mediation to medical information that residents requested from the township manager.

Supervisor Cowden questioned Solicitor John Smith at length over a mediation hearing she and co-board member Andrew Schader attended to discuss various Marcellus Shale ordinance negotiations regarding Pennsylvania Act 13 with in March. Cowden insisted that Smith had not been competent or timely with his duties or correspondence to the board regarding mediation times and requirements.

Cowden said she was not aware of the requirement that all supervisors had to be present at mediation—which the solicitor said is not true. Further, that the mediation in March had been canceled.

“It’s unfortunate that I have to oppose my clients in these types of situations … I have to do a better job of educating them. It comes down to the fact that these emails show that the judge(s) had acknowledged private mediation was asked and we were under the assumption that counsel-assisted mediation dates in court were canceled. In any case, all five board members can’t do that … that would violate the Sunshine Act,” Smith said.

Cowden took issue with township manager Don Gennuso over his alleged lack of regard for her request for medical information.

“That is public information. I should be able to get an insurance policy,” she said.

“It was simply a miscommunication. We were talking about two different things. She and the public are entitled to that information,” Gennuso said.

When approving the March minutes, Cowden was the only opposition, saying she wants a more detailed record of future minutes and that the minutes as they are currently recorded are inaccurate and incomplete.  Later, audience member Anna Coen echoed the concern, saying decades ago, records were more complete and that they should now be online.

There is an intermitent stream feeding Millers Run through Cecil Park. ACT13 allows drilling within 50 feet of a US Geological Survey recognized intermittent stream. On a rainy day like today, any spill from drilling would be quickly swept into Millers Run into Chartiers Creek into the Mon into the Pittsburgh 3 Rivers Pool. IMO the 50 ft. intermittent stream loophole of ACT 13 need abolished. A legal well on the hill above Cecil Park could contaminate the park and PGH for example.

Thank you! They started ganging up on her the moment she won the election...even prior. As long as she has support from those of us who want the unjustice uncovered she will continue to dig! I'm tired of them having fun at taxpayers expense.

Cecil Twp supervisor meeting should be on T.V.so everyone can see the circus.Mrs Cowden stated she had many complaints from citizen not getting information and return phone calls from the Twp.A person at the meeting Stated for 4 months he tried to contact the zoning officer . He finally found him at the twp office. Would you believe the zoning officer ran into the bathroom to hide. If you cant do a job you should be fired. A new law was passed and now Mr Ludwin and his wife will have their health care insurance payed . It will cost the twp $400.00 a month . All he ever does at a supervisor meeting I will second it.If it was on T.V. you would see how they are against Mrs. Cowden who wants improvement in the Twp

I know for a fact that all of these issues are REAL ! I have attended all of our township meetings for several years ! Those who attend these meetings regularly and follow the issues know this. I also attended the Budget Workshop for our 2012 Budget, VERY INTERRESTING!! I also want to make it perfectly clear, I HAVE NO TIES TO MRS. COWDEN ! I have been a resident for 47 years, alot of these issues have been going on for MANY years. THANK YOU MRS. COWDEN , you are good for the township !!!

Wendy this is the first time in a long time that anyone has held our elected offical accountable for the poor way our township is being runned. Looking out for the taxpayers money and how it is being spent was why Mrs. Cowden was elected. Just because citizens attend the meeting on a regular basis you feel they are planted that is almost as sad as the way some of our elected supervisor treat concerned citizens. One thing you are right about they are inept in many ways and the reason I attend meetings is money, my taxpayer money and how it is spent. And this is the first time in a long time that the meetings are opening the citizens of Cecil township eyes and they are seeing just how inept our township is beening managed, and that is why more citizen attend meeting.

I did not see rude people at the meeting. I heard a man tell the supervisor for 4 months he tried to get an answer from the zoning officer and now he has spent $10 thousand dollars in attorney fees.A lady ask for help because 6 homes in Cool Valley have been declared a blight area and they could loose their homes.Mrs Cowden told John Smith to write an op[nion on the proposed redevelopment act as it is reported contradictory to the current ordinance . I can see Mrs Cowden helping the residents of Cecil Twp

I don't see what this discussion has to do with road repairs when someone has an answer to the previous post and they don't like it it gets turned to something else . Lets stick to the discussion of the inept way our elected offical are treating the township citizens. I've dealt with them and they don't return phone calls, they don't answer emails, and every time you need to know anything about an ordinance you have to pay for it. I have never went down to the township building to get an answer for a problem and walked away with the information I need at that time. It is very refreshing to see one of the elected officals asking questions about the business being conducted with our taxpayer money. You may call it a witch hunt I call it doing what they were elected to do.

You are right Lynn no one is saying that the township does nothing. The word is out that finally we have an elected offical that ask questions about how our township is runned and our taxpayer money is spent. For so long we had a board of supervisor that all they did was one person would propose something another would second it and no one questioned it. Questions need to be asked and things need to be accounted for.

. First I would like to say that none of my comments are personal. Having said that , I do believe that our township residents are not being properly informed and we do need to come together and agree on a proper method that all the township residents are notified of what is going as it "Affects all of us" I feel the township has the ability by using their Web page to keep us informed. And it seem to me all the remarks posted here show you all have knowedge of the computer. And for those that don't we should send out copies of the minutes to those that want them.. This is just a suggestion as I am open to any and all suggestiond that can be helphful for all township residents.And as for Ms Cowden she just began her tenure as supervisor Jan 2012.should we not give her a chance before judgement is passed on her and what she is trying to accomplish and I certainly am willing to afford her that as well as "all the supervisors.". To me the bedrock of democracy is an open and honest goverment that works for all the people Anna .

I would like to see the post by Wendy Oxford removed. First of all I think the remarks she made regarding Ms Cowdem are scurrilours and inappropriate. There are so many issues facing our township, in my opinion, that are not being addressed that it is refreshing to see a supervisor take ownership of a township problem and try to address the issue for all of us..And as far as the "Little old lady" she has been attending the meetings and most always sits on the front row, and just voices her opinion,as she should , and I don't believe she is a plant by any of the board.. We have a supervisor that is interested in supporting all tha citizens, let's support her."United we stand divided we fall"

The "little old lady" stands up out of turn, yells obscenities and shouts down anyone trying to talk. Her entire act seems to be about how great Range Resources is. Can anyone who has been to a meeting dispute that?

I don't dispute it she makes a comment once in awhile but it is not really shouting.And she doesn't stand up because she barely gets around with a cane. She just wants the gas thing to get straighten out so she can sell her mineral rights. She has been a life long resident of Cecil Township and has a right to be heard. We are all going to be old some day and I hope people give me a little brake when I don't always handle thing the politically correct way. I just hope when I am her age I have some of that spunk and I'm still standing up to what I feel is right.

Mark, You are worried about the Chartiers Creek being polluted. Hill Station (Lawrence and Henderson) have open sewage running on the streets and in Hills it runs directly into Chartiers Creek. Everyone wants to stop the drilling but not a word is spoken about open sewage running on the streets.
