Motion To Demand DEP Make Worstell Meeting Public Fails In Cecil

The Cecil Township supervisors meeting Monday devolved into people yelling over whether an upcoming conference between the board and the state Department of Environmental Protection regarding the Worstell impoundment should be private or public.

The board meeting became rowdy when Supervisor Andy Schrader made a motion to demand the private meeting be made public.

The motion also stipulated that if a meeting was not scheduled by the board's September meeting, the township would take action to shut down the Worstell impoundment operated on Swihart Road by Southpointe-based Range Resources.

Schrader, who distributed DEP documents he said suggest that the facility was constructed before a permit was issued, said he was concerned over many issues associated with the impoundment.

And he said the public deserves answers.

Board Chairman Tom Casciola agreed, saying that was exactly why the meeting needed to be held Thursday, even if in private.

Many members of the audience supported the supervisors meeting in private - saying that the board had a duty to get answers, and that meeting with DEP could help get them.

Others, such as resident Ron Fleeher, pushed for the meeting to be public.

'You're letting the DEP drive the bus,' he said.

The motion, though, ultimately died for a lack of a second.

After the vote, Supervisor Mike Debbis encouraged residents who have questions regarding the impoundment to submit them to the township.

The meeting between the board and DEP is slated for 11 a.m. at the department's Pittsburgh headquarters.

Reached after the meeting, Schrader said he had still not decided if he will attend that meeting.
