Two Muse Homes Deemed 'Unfit for Human Occupancy'

The condemnation letter indicates that violations include—but are not limited to—the walkway and roof.

Cecil Township officials earlier this month condemned two properties on Birch Way in Muse—saying that the homes were "unfit for human occupancy."

Those living near the properties—such as Kim Rozanc—have long implored the township to take action against owner Andrew Puchany.

Rozanc at the last meeting said that wildlife, including feral and stray cats, have been seen taking up residence in the homes. 

Those properties were posted as condemned as of Aug. 5.

The letter posted outside the property said the action was taken because of "numerous violations."

"The degree of which the structure is in disrepair, lacks maintenance and is lacking the essential equipment required by this code finds this structure unfit for human occupancy," township officials wrote.

The letter indicates that violations include—but are not limited to—the walkway and roof.

"This building or structure is neglected and abandoned as to become an attractive nuisance to children who might play, harbor for vagrants, criminals or immoral persons or enables persons to resort to the building or structure for committing a nuisance or unlawful act," Cecil Township officials wrote.
