Patch Poll: During What Times Should Municipalities Restrict Noisy Activities?

A concern about noisy nighttime trash collections in a North Hills community raises a bigger question of whether trash collection, lawn mowing, construction and other noisy activities in Pittsburgh's suburbs should have time limits.

Complaints from residents in a North Hills community have brought to light a problem that many municipalities have faced over time—when to restrict noise-making activities. Noise at night has been the topic of conversation at many board of commissioners and council meetings throughout the Pittsburgh area over the years. Ross Township commissioners are amending an ordinance to restrict the collection of garbage from commercial and/or non-residential areas from 6 a.m. until 7 p.m. Currently, trash collection is not allowed in Ross between 11 p.m. and 5 a.m. under an ordinance enacted in 1993. The township's decision was made after residents complained about noisy, night garbage collections near three North Hills School District buildings. …

I-79 Roadwork Continues This Weekend

Motorists should expect heavy delays near the Bridgeville exit.

Here we go again. Work will continue this weekend on Interstate 79 between the Washington County line and Bridgeville exit. Single-lane restrictions begin at 7 p.m. Friday and will continue until 11 a.m. Sunday. The restrictions over the past two weekendshave caused extensive delays on the interstate and secondary roads. The state Department of Transportation is urging people to find alternate routes to avoid the construction. Meanwhile, the work on that 3.7-mile stretch of interstate will continue weeknights from 7 p.m. until 6 a.m. PennDOT said the $2.6 million project will upgrade signs and guardrails, patch parts of the concrete roadway and repair three overpass bridges that cross the interstate in that area. Fort Pitt Tunnel Closure Planned for Thursday Night

The Liberty Tunnel will stay open on Thursday night to accommodate traffic.

The inbound (eastbound) Fort Pitt Tunnel on the Parkway West (I-376) will be closed on Thursday night, weather permitting. The closure will occur from 9 p.m. Thursday through 4 a.m. Friday. The outbound tunnel will remain open and unrestricted. The Liberty Tunnel will also remain open in both directions on Thursday night to accommodate the traffic. PennDOT maintenance crews will be milling and paving the inbound Parkway West near the tunnel entrance and garage. Signs will be posted to guide motorists onto northbound Route 51 (Saw Mill Run Boulevard/West End Exit 69C) to the West End to eastbound Carson Street (Route 837) to the inbound Fort Pitt Bridge. PennDOT completed work in the outbound Fort Pitt Tunnel on Tuesday night.

UPDATE: Outbound Fort Pitt Tunnel Construction Delayed Until Tuesday

Road crews will be paving Parkway West near the tunnel exit and vehicles will be detoured on Tuesday night instead of Monday night.

The outbound (westbound) Fort Pitt Tunnel on the Parkway West in Pittsburgh will be closed on Tuesday night, Sept. 20, weather permitting. The roadwork was originally scheduled to take place on Monday night. PennDOT District 11 maintenance crews will be milling and paving the outbound Parkway West near the tunnel exit and garage. The closure will occur from 9 p.m. Tuesday through 4 a.m. Wednesday. Signs will be posted to guide motorists onto westbound Carson Street (Exit 69C) to the West End to southbound Route 51 (Saw Mill Run Boulevard) back to the outbound Parkway West. Note: The rain date for the work is now Wednesday night, Sept. 21. Motorists are reminded that the Liberty Tunnels will also be closed on Tuesday night. The tunnels are …

I-79 Roadwork Causing Traffic Woes

Weekend work diverting more cars onto secondary roads.

Lane restrictions on Interstate 79 appear to be causing traffic headaches on secondary roads being used as unofficial detours. Washington Pike in South Fayette was bumper-to-bumper for miles Saturday as traffic appeared to be trying to bypass the nearly 4-mile construction zone on I-79 that extends from the Washington County line to Bridgeville exit. Meanwhile, more traffic clogged Route 50 near Chartiers Valley Shopping Center as construction continues on that stretch of roadway. PennDOT spokesman Jim Struzzi said motorists are encouraged to leave the interstate if they can find different routes to their destinations. Canonsburg Road Work Set for August

Here's what you need to know.

'Tis the season. For road work. Canonsburg Manager Terry Hazlett said myriad road projects are scheduled for the borough this summer—and that work is expected to begin in August on Speer Street. Curbing will also be completed at the Gateway Gardens on Adams Avenue. Also on the list is Franklin from Perry Como to Fifth. The next project—likely to take place in October—will be work on Franklin Avenue from Perry Como to Fifth, Park Drive from West Pitt Street to North Avenue, Church Way extension from its terminus to Church Way, and the 400 and 600 blocks of Duquesne Avenue. Hazlett said the exact dates for repairs and reconstruction will be announced soon.

PennDOT: What You Need to Know to Get Around This Week

Here is an update for the construction in and around the Canon-McMillan Patch.

The state Department of Transportation has announced the following tentative work plan for this week in Washington County.  The department stressed that maintenance activities are conducted on a weather-permitting basis. The department asks motorists to drive with caution throughout all work areas and be alert for signed work zones requiring the usage of headlights.
