Cecil Supervisors Vote to Have Private Meeting with Range Resources

The idea was approved Monday by a vote of 3-2.

Cecil Township supervisors on Monday voted to hold a private meeting with Southpointe-based Marcellus Shale company Range Resources. The vote was approved by a vote of 3-2. Supervisors Andy Schrader and Mike Debbis cast the dissenting votes. In the discussion leading up to the vote, Supervisor Elizabeth Cowden said she hoped such a meeting would lead to more cooperation instead of litigation. Range Resources and Cecil Township are in court over a Right to Know issue. The company has also joined with MarkWest to appeal a decision regarding a compressor station off Coleman Road. Three Democrats Vying for Cecil Township Supervisor Spot in Primary

Supervisor Mike Debbis is not seeking re-election—and three township residents are battling it out for the Democratic nomination in next month's primary.

Three democrats are vying for a spot on the Cecil Township Board of Supervisors. Supervisor Mike Debbis is not seeking re-election to his post, and Frank Egizio, James Passieu and Cindy Fisher are all vying for the democratic nomination in the May 21 primary. There are no Republicans on the ballot, according to information provided by the Washington County Elections Office. Egizio, a life-long Cecil resident, said on his campaign website that he decided to run for supervisor after attending myriad township meetings. Range, Cecil: Lines of Communication Opened Thanks to Workshop

Range Resources officials and the Cecil Township Board of Supervisors met for a workshop Thursday—and both the company and township officials said they were happy with the outcome.

Range Resources spokesman Jim Cannon, flanked by three colleagues, told Cecil Township Board of Supervisors during a more than hour-long work session Thursday that “not so long ago” the Southpointe-based company and the municipality seemed to have a good working relationship. “Somewhere along the lines, things got haywire,” Cannon told the board, who all sat together at a table in front of a packed crowd in the township meeting room, where company officials later confirmed that the lack of drilling in the township had more to do with economics than any difficulties working with municipal officials. Resident to Cecil Supervisors: Will Public Comment Be Permitted at Range Workshop?

One resident said she thought the Thursday workshop would 'get out of hand' if the public was permitted to participate.

Concern over whether or not the public would be able to ask questions during a workshop session slated for Thursday between Range Resources officials and the Cecil Township supervisors was expressed during the board’s monthly meeting Monday night. One resident spoke up during the public comment section of the meeting, asking what the basis of the meeting was and asking supervisors if the audience would be allowed to participate. Her concern was that if they were, the workshop would "probably get out of hand.” But board Chairman Mike Debbis said assured those in attendance that there would be no “screaming and yelling” at the workshop, and that supervisors would answer residents’ questions after Range's presentation. Cecil Supervisors Approve Policies to Bring 'Civil Order' to Meetings

Supervisor Tom Casciola presented the policies to the rest of the board during Monday night's meeting.

Cecil Township Board of Supervisors on Monday approved a series of policies in the hopes they will bring “civil order” to its monthly meetings. Supervisor Tom Casciola on Monday night presented the policies to the board—including one that addresses how board members should interact with members of the staff at public meetings. Casciola indicated that past actions and comments made by board members at public meetings could constitute a “hostile work environment" that could open the township up to possible litigation, Manager Don Gennuso confimed Tuesday morning. Cecil Township Exploring Legal Challenge to Marcellus Shale Law

Elizabeth Cowden said her mother used to have a saying: There's no use crying over spilled milk. And the Cecil supervisor told fellow board members Monday night that a legal challenge to the state's new Marcellus Shale drilling law would amount to doing just that. Proposed Ordinance Over Feeding Wild Animals Causes Ruckus

Cecil residents voiced their opposition to a proposed ordinance Monday.

Cecil Township Supervisor Mike Debbis called a proposed ordinance governing excessive feeding of wild animals and feral cats a "good start." Residents? Not so much. "No it's not!" one woman cried out. Another bellowed, "Don't tread on me." A man in the middle of the room yelled, "If these people don't like country living, let them move to the city!" "But you don't feed wild animals," Debbis countered, to more jeers. The issue was first raised last month, when a resident implored the board to help her with a neighbor who she said was excessively feeding birds and wild animals. Supervisor Calls for Resignations, Questions Park Funding

Cecil Supervisor Elizabeth Cowden called for her fellow supervisors to resign over what she called 'misappropriation of funds' regarding Klinger Park.

Cecil Supervisor Elizabeth Cowden accused fellow board members on Tuesday of trying to "hoodwink" taxpayers over what she called "misappropriation of funds" for the development of Klinger Park. The newly elected supervisor then called for her fellow board members to resign, saying they should have been keeping a more watchful eye on where the cash was coming from to pay for improvements to the site. Cowden questioned how two grants for $210,000 could pay for the purchase price of the park—about $300,000—and other improvements, demanding to know where specifically the money would come from to pay for other expenses related to Klinger Park. Cecil Township: Notes From Tuesday's Meeting

Here's what you missed at Cecil Township's regular board meeting Tuesday.

Following the reorganization meeting, the first monthly meeting of the 2012 Cecil Township Board of Supervisors was held Tuesday in the municipal building. Attendance was estimated at around 30 residents. Police Chief John Pushak reported that the department responded to 7,368 calls for service last year and that it was a quiet holiday season. The Muse Volunteer Fire Department reported 397 calls in 2011. The public works department was thanked for its prompt and continued attention to the roads during the recent snowstorm. Notable discussion at the meeting included Supervisor Elizabeth Cowden inquiring about the approval of invoices—and she requested to see all invoices in the future. At Tuesday night’s reorganization meeting of the Cecil Township Board of Supervisors, it was business as usual as those currently serving on boards, commissions, and more were reappointed with little opposition or discussion. Chairman for the Board of Supervisors will be Michael Debbis with Andy Schrader serving as vice chairman for the 2012 year.
